Recruitment Liaison can be created by ORG admin.
The entire Recruitment Process is done on the basis of Recruitment Liaison only.

Based on the Requirement Recruitment Liaison can be created such as for Trust, Institute, Department etc.
Similarly Recruitment Policy is created under the Recruitment Liaison for staff and faculty.
